Seems like a fair trade all in all. Washingtonians go to Virginia for $3 packs of cigarettes. Virginians come to DC for packs of $3 hookers.

I have no problem with the taxes. Cigarettes, like gas and alcohol, are things I only buy in VA. CVS at Sprout Run sell cartons of Marlboros for only $31, WAY less than DC. Even better, cigsless.com sell 3 cartons for $60 with shipping. The lower income people in DC who can travel to VA to buy by the carton really shouldn't be spending money on cigarettes anyway....

I'm going to go out on a limb and say that the Pentagon City Costco will see a significant increase in sales of cartons to DC residents and vendors.
