On the Metro issue, it's important to note that the bill authorizes $1.5 billion over 10 years. It still needs to be appropriated each year in the budget. Congress frequently appropriates far less than they authorize in domestic discretionary spending. And remember that the $1 billion federal funding of the Orange line extension to Dulles is contingent upon Metro getting another $500 million from DC/MD/VA to address a backlog of maintenance issues. And none of this money will fix the fact that the Orange line in Virginia only works sporadically anyway.

Senator Coburn should be forced to ride the orange line for a week. If that doesn't make him break down and funnel money straight into Metro, nothing will.

Now, now. Let's not get too cocky about the Metro funding just yet. Congress works in mysterious ways. Especially in conference committee, where things mysteriously vanish from or magically appear in legislation. But that said, things are looking up.
