I thought the Hatch Act just prohibited fund-raising by federal employees, not donations (and it&apos;s not limited to presidential campaigns, I think it&apos;s all partisan elections). Is there a different rule for contractors? That doesn&apos;t seem constitutional to me.&lt;/p&gt;</description>
