Why of why can't Metro understand that normal rush hour service is not needed (as they tried a few years ago), but that normal Saturday service is not sufficient?

Why can't they add more trains during normal rush hour times? Why can't they run, 8-10 minutes headways instead of the rush hour 6 or Saturday 12+?
