These dumb leasing agreements were largely forced upon transit agencies by the Bush Administration FTA. As such, the Feds should indemnify all the transit agencies affected.

WMATA saved itself from having to pay $43 million dollars? That's chump change. You can't even build a D.C. baseball stadium with that. They probably could have just ponied that up after searching for change between the seat cushions at the Sports & Entertainment Commission.
