Does this mean that the DC government believes people avoid littering when it's cold? No, I think it means the crews get re-assigned to picking up leaves with the super-sucker. Then, in January they go around picking up discarded Xmas trees. I don't know what they do in late Jan, February and March--wait for snowstorms I guess. I've never quite bought the excuse that the water is a hazard, since they keep sweeping the commercial streets all winter long, weather permitting, and at night to boot.

One of the joys of parking in the District is trying to interpret the layers of teeny tiny signs that line the sidewalks everywhere. It takes forever to determine if you can actually park in this slum.
