We know a lot of you were sweating the fate of Bethesda-based Chevy Chase Bank, the largest local bank in the D.C. area, so we're definitely curious to hear your reaction to the news that it has been bought by Capital One Financial Corp. for $520 million. Other than their fantastically annoying credit card commercials, none of us has much experience with Capitol One's commercial banking arm, which has only been around in about five states for three years or so. There are a few branches of Capital One in Virginia, though - any of you have an account with one?
D.C. Council Bans Littering from Moving Vehicles: File this one under 'we can't believe this wasn't illegal before.' The Examiner reports that the D.C. Council voted to close a legal loophole that had up until now prevented D.C. police from ticketing drivers who throw garbage out of their car windows. Under the new rule, MPD officers will now be allowed to give out $100 citations to litterbug drivers. The bill also includes a new fine of between $100 and $250 for any person who is stopped for littering and refuses to provide his or her true name and address to the officer - not exactly sure how the city plans to collect such fines when they don't know the person's name or address, but sure, OK.
Man Who Died Was Diagnosed With Acid Reflux: The Post has more on the death of 39-year-old Northeast D.C. resident Edward Givens, the man who died yesterday just a few hours after being treated by paramedics. Givens reportedly called 911 complaining of chest pains and trouble breathing, but the EMTs who responded told him he had acid reflux, instructed him to take Pepto-Bismol, and then left. Givens died in his home a few hours later. The case, which comes just a short time after the city announced it had implemented sweeping reforms to its emergency medical services in the wake of the death of David Rosenbaum, is now under investigation.

@ill on the hill - While those items are biodegradeable, they're still a problem, because foodstuffs tend to attract wildlife (deer, etc.) to the edges of the highway, which then makes them more likely to become traffic obstacles. So please don't toss stuff out the window, save it and dispose of it properly.

Please Don't throw food out your car window! I've seen too many dead hawks and other raptors that were struck by vehicles because they preyed on the mice that were attracted to the food on the road.
When I lived in New Orleans I had an account at Capital One. There's nothing really good or bad to say about them. Except that when you got your bank card, you could pick whatever cutesy picture you wanted on the front. I got penguins.

Uhh... there would be at least one person in the car with a driver's license, right? Seems to me that's a good place to get a person's name and address. I mean, it would probably be the driver who is ultimately responsible for the passengers in a vehicle.
We can pass all the littering laws we want, to no avail. Does anyone think a DC cop is actually going to write tickets for this? You can run over a dozen nuns in a crosswalk and a DC cop won't give you a ticket.

I think that the fine for not providing ID pertains to anyone caught littering not just those littering from moving vehicles.
Sommer, just a note...I think it is "Capital" One, not "Capitol" one.
Also, isn't Capital One's big slogan something about how they never say "NO"? Isn't that kind of policy part of the reason why we're in this economic meltdown?
If cops got a cut of tickets for nuisance activities like littering and car-cellphone driving, they'd be incentivized to write tickets for violations they might otherwise ignore.
I saw a guy open a Metrobus window a few days ago and casually drop a half empty yoghurt out on to the street without even looking to see what might be in the trajectory path. Maybe I was just brought up better than that, it's hard to imagine how someone could do that.

I'm not too happy about this. I liked having a local bank. Particularly one that I could get an American on the phone just about any time of day. The one consolation is that it's not Citibank. They're the worst.
Nonetheless, I will probably move my gigantic $1100 savings account over to another local bank once all is said and done. Take that, massive corporate bank!
I have a checking account with them, but only because I work there. They're pretty nice to me. I have no idea how they treat the general public.

* Details: Reporting person reports for complainant (1) Sunoco Gas Station, that a lone suspect entered the above location displaying a dark colored semi-automatic handgun after “scouting out” the establishment and employees as they changed shifts. The suspects entered the cashier’s booth and took approximately $500 taken from two cash register tills. The suspect then fled the establishment on foot, making good his escape in an unknown direction with the aforementioned property.

As for experiences with Capital One, I've had a credit card with them for years. Their customer service is really annoying to deal with. I hardly ever use the card and it carries a $75 annual fee. Every year when I get that bill, I have to call and bitch to them that I'm not going to pay it, and they (seemingly reluctantly) credit my account for that amount. I don't know why I don't just cancel it.

I can corroborate the CapOne Credit card troubles. I have no idea about their personal banking - but I do NOT recommend their credit card services.

I just joined CC Bank after getting married and now Cap One is buying it out...suck. Their credit card service f'ed me over in college. I never applied for a card and somehow got a bill w/a $75 fee, which jacked up to like $400 w/me never paying it. Took a long time to fix that crap. We'll see how the banking stuff goes.
