Arrest Warrant Issued in Chandra Levy Case

Mayor Adrian Fenty, MPD Chief Cathy Lanier and U.S. Attorney Jeffrey Taylor have scheduled a news conference for 1:15 p.m. to announce further developments in the Chandra Levy case. The Associated Press has just reported that an arrest warrant has been issued for Ingmar Guandique, the suspect named in news reports late last month. Guandique is currently in federal prison in Adelanto, Calif., for attacking two other women in Rock Creek Park. We'll be sure to update after the press conference.

UPDATE 1:19 p.m. The press conference is being televised live on several cable news channels. U.S. Attorney Jeffrey Taylor is summarizing the affidavit that's been released. An arrest warrant has been issued for Ingmar Guandique, who has been charged with first degree murder in the death of Chandra Levy.

"We believe Ms. Levy was a random victim of Mr. Guandique, as she walked her dog or jogged in Rock Creek Park," Taylor said.

CLARIFICATION: There's been some confusion about what Taylor said during the press conference. Watching on TV, I heard "as she walked her dog," which, upon reflection, doesn't make a lot of sense, since Chandra Levy was not known to have a dog. The Associated Press also seems to have heard that Taylor said "walked her dog." However, ABC News has the quote as "walked or jogged," which makes a lot more sense, and I've since conferred with a reporter buddy who was in the room, and he tells me that he also understood the quote to be "walked or jogged." So, I've made the correction above because I now believe that's what Taylor said, and I'd ask that the U.S. Attorney try not to mumble so much the next time he's on TV.

why did it take W Post reporters, not detectives and DC police, to solve this murder???

Exactly. I just love how the DCMPD is spinning this warrant as their personal accomplishment. Congrats DCMPD! Good for you! It only took you 10 years to solve the case. Also, great job ruining a congressman’s life (not to mention career) through you inept, short-sighted investigating. This suspect had ample time to kill plenty of other girls in the 10 years the DC investigators were fully focused on taking down Condit.

PUH-LEASE! MPD detectives did not ruin Gary Condit's life! Condit ruined his own life when a) he had an affair with an intern; and b) he then tried to cover it up.

Mr. Indique? While it's interesting as a contraction of Ingmar Guandique, I think we can leave Cleveland Park restaurants out of this.

Well it wouldn't be the Levy case if someone working on it got something right.

I'm not convinced anything will happen. There are more than 8,000 outstanding arrest warrants in DC. In the past, we have found some of these fugitives living at the address the US Marshals have for them. Some are listed in the phone book. Having an arrest warrant and knowing where they are doesn't guarantee anything will happen.

Me thinks the guy is already caught and behind chocolate bars.

He is indeed already serving a jail sentense for assault (maybe rape) on two other women. Trust me, the know where he is.

Oh whatever. You're part of the moral police I take it. And you are part of what is wrong with this country. I happen to mind my own business and I personally don’t believe who a politician is screwing directly affects their job. Did Condit lie about that affair? Yes. Have numerous other politicians lied about affairs yet NOT lost their careers? Hell yes. Clinton, Vitter, Newsome, etc etc. So do you agree there should be a double standard; we should pick and choose who we ruin over *gasp* an affair? Condit didn't hide anything that would’ve solved this case – and that is the point. But the police, with their moral policing like your own, couldn’t get past it and take a killer off the streets. You should really be careful with your holier-than-thou stances; it's BS. I sure hope no one ever dissects your life like they did Condit’s....you probably wouldn’t fare any better.

more importantly, the accused is scheduled for release in 2011 before he even turns 30. An arrest and conviction in this case would keep a murderer off the streets and bring closure for the Levy family.

After 10 years and all the money and heartbreak over this case, isn't it sort of important to get the details of the case correct?

I believe you are correct and that Taylor is screwed up. She was jogging and the person who found her remains was walking his dog.

May I again point out the shoddy police work. The police set out on a search within a certain parameter. They cut the search off at the edge of the hill. Had they expanded the parameter by one inch it would have led them to the incline where Chandra lay.

You gotta' love the public's fascination with missing white girls. Now if we could only get Mr. Guandique to admit he was in Aruba when Natalee Holloway disappeared. "Book 'em, Danno!"

I've made a note above about the confusion over whether Taylor said "walked her dog" or "walked or jogged." It appears as though the AP and myself misheard him.

Or perhaps the AP and I misheard him.

"Myself" wishes good old-fashioned newspapers weren't going under while their competitors struggle with basic English.

But if you just want the hard, cold facts, remember this:

The appearance that Chandra Levy ran to Rock Creek Park to jog, dressing in tights and sweat clothes notwithstanding the 82 degree weather, does not make any sense. No one saw her leave her apartment, and the speculation is simply not reasonable, under the circumstances.

An arrest warrant to end the speculation was issued for Ingmar Guandique on March 3rd, 2009.

Before the arrest, media reports that Guandique's arrest was coming, were intended to startle him.

As early as February 21st, 2009, message boards buzzed with the expectation that the D.C. police were finally going to arrest somebody in the 2001 murder of Congressional aide Chandra Levy in Rock Creek Park.

On Feb. 26, 2009, prison officials pulled Guandique from his cell and searched it. Authorities said he had told someone he planned to kill the detectives and start a fire with a battery and a tissue when they closed in, then use a handcuff key he had fashioned from toenail clippers and a piece of metal to escape.

Personally, I think the authorities found weapons of mass destruction in Guandique's cell and this ignorant, media orchestrated arrest is absolutely inappropriate.

If the DC police can read, they ought to read this.

Best guess is that somebody like Rex Armistead kidnapped Chandra Levy and she had to be killed because she refused to become another Monica Lewinsky.
