D.C. definitely should limit the number of taxis in the city. There are far too many taxis and other 'for hire' cars for the number of residents in the city. D.C. is the only major city in the U.S. without a taxi medallion/licensing scheme and also has more cabs per capita than anywhere in the country.
I believe the statistics are that D.C. has as many cabs as Chicago but only 1/7 of the population; also 1/2 as many cabs as NYC but only 1/16 of the population of those cities.
It seems that there are always long queues of cabs waiting for fares all over the business centers of NW - far too many in fact.
It is currently extremely easy to become a taxi driver in D.C. The necessary licensing costs only a few hundred dollars. In most major American cities, taxi permits cost hundreds of thousands of dollars.
The ease of obtaining taxi permits has even had a sociocultural effect by fostering development of the Ethiopian/Eritrean communities in D.C.
I say lets limit the number of cabs and charge more for permits. The city can really use the revenue, and also the reduction in vehicle traffic.

As a citizen of the District of Columbia, it is your duty to report the use of illegal fireworks use or sales to the DC Fire Marshals office at (202) 727-1600 for immediate action."
Yeah, good luck with that.
DC - Draconian laws on the books that are ignored by the public and unenforced by the police. Or, better yet, the police probably confiscate illegal fireworks for their own boozy, backyard 4th of July bash.
