Good morning, Washington. If you're reading this, congratulations on snagging a spot on whatever ark presumably allowed you to survive last night's seeming typhoon. We've received reports of hail, trees crushing cars, flooded roadways rushing with water, and hurricane-style winds. Scary stuff. The upside? It's cooled off by at least 20 degrees out there, and the rain and clouds are expected to clear out just in time for another stunning weekend.

D.C. Council to Consider Making Attacks Against Homeless Hate Crimes: Maryland recently passed such a law, and now Ward 3 D.C. Council member Mary Cheh has introduced a bill that would allow attacks on the homeless to be considered hate crimes in the District, the Examiner reports. The introduction of the bill is a testament to the lobbying of The National Coalition for the Homeless, which has long sought additional protection for D.C.'s most vulnerable residents. If the bill passed and a suspect was convicted of a hate crime against a homeless person, they would face up to 50 percent more jail time and 50 percent higher fines.

Are Ya Ready for Some Hotel Debate? After the Business Journal's big scoop on the possibility of issuing up to $750 million in public bonds to pay for the languishing convention center hotel, the Post follows up this morning with more D.C. Council reaction. The bottom line: despite stern warnings from Nat Gandhi about the debt cap, the Council appears to be at least sympathetic enough about the need for the hotel that we could be in for another Nationals Park-style debate on the financing of this project.

Last time I checked, there were plenty of hotels within a few blocks of the convention center. Why should taxpayers subsidize lardassed conventiongoers who can't walk four blocks without breaking wind?

DC's credit rating is screwed if they go over their borrowing cap. The $700 mil that went to the stadium was the second-to-last nail in the coffin. And just love how Jack Evans keeps pitching these deals that are going to "pay for themselves" but when it comes to actually break ground, we've just got to have some taxpayer-funded gewgaw or else we risk losing all that tax revenue to Maryland.

Is atttacking a CHUD considered a hate crime? In a way they're homeless, unless you consider the sewers a home.

CHUD attacks a hate crime? That's a tough call. You should contact the DC Office of Humanoid Rights. Unless the hate crime is gender related, in which case you should get in touch with the DC Office of Gay, Lesbian, Bisexual and Transgender Underground Dweller Affairs.

I wouldn't bother if the victim is a Morlock. Morlocks are from the future. They don't count.

CHUDS may be homeless but defenseless they are not. They ooze a protective slightly radioactive gel that adheres to living tissue. The ooze is relatively harmless when a CHUD is in a restive state, but once provoked the gel becomes toxic. Shooting or stabbing one will only cause its acidic blood to spurt out. With each CHUD being once human, their blood chemistry will have several mysterious qualities that baffle today's geneticist. So if you attack a CHUD, you are asking for a bio/mutagenic raffle.

A CHUD sex crime is another matter. The female CHUD has an insatiable ravenous sexual appetite that can only be satisfied by the most skillful and abundant lovers. I was lucky to escape from the musky sex dens of the infamous
Chinatown CHUD Mama Sue. Rehab was painful. CHUD sex can be very very addictive.

Fair enough, Cheh. But most of the crimes against the homeless are self abuse. We've all seen some homeless dude tuggin' it, leering at some skirt on the bus or in the park. So who do you charge with the hate crime? The makers of Thunderbird? The innocent woman who was just walking by? The dude who was caught doing the exact same thing in the front seat of his Smart Car while waiting for his triathlon bike to be fixed?

Something tells me Hizzoner doesn't need to do his own tugging.

I've seen that twitterer (tweeter?) before, indeed on the X8. I took a pic of the bus under tree too around 9:30p, right before I got dumped on by the second wave of monsoon.

Our entire block (Thomas St NW) was flooded last night. The drain in front of our basement apartment had storm water flowing out of it like a geyser. The water went from the ground to chest deep water in less than 5 minutes. Every house was bailing out the water.

FYI. The city spent $16 million to replace the sewer and water lines on our street less than a year ago.

I guess Cheh hasn't walked along 14th in a while, or into the park at Franklin Square. My mom (visiting from out of town) was treated to some choice words while she and I were walking through this park. What are Cheh's plans to crack down on the aggression these folks spew onto folks just strolling through a public venue? It's important for residents of pricey neighborhoods to feel good about themselves by protecting the human rights of the homeless.

Of course those same homeless who would wander around Cheh's neighborhood harassing people for money would quickly find themselves being arrested by MPD. And MPD would have been summoned by the same hippy-dippy residents who support the human rights of the homeless. So long as they stay downtown.

Bingo. Cheh also supports the right of people to protest...just not in Ward 3.

I thought it was "touching" the way the christian kids were handing out sandwiches to the guys at the McPherson Square Metro station. This tween girl says "want a sandwich?" The homeless guys says "wanta fuck?"

Sounds like an apocryphal story to me. None of the homeless people I know would ever ask a sandwich, "wanta f**k?" They'd just go ahead and f**king do it. Particularly if it's a cheese sandwich. Because the cheese stands alone.
