Turnover, Demotions in 3rd District Substation

2009_0604_mpd.jpg Looks like there's something afoot with MPD's officials in the Third District Substation. A couple days ago, there was a message on the Substation email list welcoming a new commander, Inspector Jacob Kishter. The message had no mention of very popular Inspector Edward Delgado, and shortly afterward a couple of people asked what happened to him.

Turns out, the Examiner reports, Delgado was demoted to captain and reassigned to the very violent 7th District, apparently stemming from his complaints about D.C.'s juvenile justice system -- in particular, MPD in Columbia Heights had three times arrested a teenager who had committed 21 robberies, and each time he was released by the Attorney General's office, only to commit more robberies. A frustrated Delgado urged citizens to email D.C. Attorney General Peter Nickles, and Nickles didn't like that at all - he refused to read the emails and complained about Delgado's response.

According to the Examiner's story, Kishter was basically demoted to the Substation also -- he was the 2nd highest officer in the Internal Affairs bureau, but recently a scandal came up about officers there filing false overtime reports. An investigation accused "upper levels of the executive command staff" that had "chosen to ignore and disregard this blatant conduct."

Delgado was a respected and well-liked officer, he went to many local meetings, posted frequently on the email list and responded to citizen questions quickly. In one example, he disproved the rumor that someone was mugged in the Target parking garage.

Nickles's actions sure seem pretty petty - the man is a public official, but won't read emails from citizens? And then the 3D Substation gets an officer who was demoted. It's certainly possible that Inspector Kishter will do a good job, but the whole situation is fishy.

Oh, awesome double whammy. Get rid of somebody who cared too much about his job and replace him with somebody you've just demoted for apparently not caring enough. I'd write a nastygram to Nickles but he wouldn't read it, would he?

For once, I am at an absolute loss for words.

It's a loss for you guys, but a gain for River East. He'll definately be appreciated in the 7th District. We've already got some good responders (don't sleep on Assistant Chief Groomes who reads her emails and actually responds to each and every one of them). So Delgado will be welcomed with open arms over here.

Nickles is the worst thing to happen to the Fenty Administration. It seems the whole thing started going south after Nickles moved into the AGs office and was able to consolidate his power. From there on, there has been more secrecy and less willingness on the part of the mayor to answer questions. I truly believe Nickles is why I gone from a strong Fenty supporter, giving candidate Fenty money, to almost, an anyone by Fenty person.


I have to agree with you with that. Did he used to babysit Fenty or something? Does he have some strange mojo over him?

Nickles is the Dick Cheney of DC Government.

Cheney, perhaps. More like the Alberto Gonzales of the DC government. Fenty's private attorney who became the AG. Nickles also helped Fenty avoid major malpractice scandal during his stint as an attorney in private practice, due to some mishandling of an estate that Fenty represented.

I just moved out of the 3rd District so this won't affect me as much as it would have three weeks ago, but Delgado responded to every email I sent while he was Inspector. I also followed his request to email Nickles; no surprise, but I didn't get an answer from Nickles' office about the kid who mugged people two blocks from my house. Lovely.

It is a definite boon for folks of the 7th District, but a significant loss for those in the 3rd. I hope Delgado reads these and knows how much the 3rd District appreciated him. Don't give up caring about whatever district you're running just because some asshat in City Hall doesn't care about doing HIS job.

I don't just live in 3D I live in 302 and Insp. Delgado is not that popular. With all the economic development that has occurred in this part of ward 1 you wold expect to see a decrease in crime from 2007 - 2008, when crime in DC as a whole went down. Unfortunately, under Delgados leadership crime went up in 302. THis is probably due to his "hug it out" approach to law enforcement. Yes, he answered emails, but point blank he didn't believe in making arrests for quality of life issues which is why crime went up in 302

I have complained bitterly about police officers behaving like they're above the law and am unhappy to have one busted for apparently agreeing officers should be above the law in charge of my precinct.
