Another year, another anti-loitering bill come and gone. In a letter to constituents today, Ward 1 Council member Jim Graham announced he has once again abandoned his quest to implement anti-loitering legislation.

Graham introduced the bill last month, at least the third time he’s championed similar legislation in recent years. But despite having significantly more support on the Council this time around, it looks like civil rights concerns have done in the bill one more time – not to mention that Graham appears likely to run for a 4th term in 2010.
