Photo by ElvertBarnes.As police continue to investigate what provoked a weekend shooting at Dupont Circle restaurant Heritage India, one member of the D.C. Council wants bars, clubs and restaurants holding after-hours events to hire off-duty police officers for additional security.
According to the Post, Councilmember Jack Evans (D-Ward 2) is looking to push the legislation next week, effectively expanding the District’s Reimbursable Detail Program, under which off-duty cops are paid overtime salaries to police clubs and bars. (The city charges roughly $55 an hour for the detail; officers get their normal hourly rate.)
So far, the details have mostly been used in Georgetown, Adams Morgan and H Street NE, but the Alcoholic Beverage Control Board can order an establishment to hire the police.
The program isn’t without its issues, though. Given the costs to bar and restaurant owners, a reimbursement program was established in 2008, under which the District paid for half the overtime costs. But as Georgetown Patch reported in September, budget shortfalls cut the program altogether before reinstating it at a 25 percent reimbursement rate. (The City Paper reported last year that the program also rankled some cops who used to moonlight as private security guards.)
The Post reports that Evans is still trying to define what “after-hours” would mean and whether or not to push the measure as an emergency, which would go into effect immediately.
