Councilmember Vincent Orange’s vision for a “100,000 seat domed stadium, an 18-hole golf course, a multimedia soundstage, a film and photography center, an indoor waterpark, and hotel accommodations” on the grounds of RFK Stadium and the surrounding area would cost the city an estimated $2 million to study.

This number comes from the Office of the Chief Financial Officer, who writes in a fiscal impact statement, “The large scope of the study required by the bill makes it difficult to provide a point estimate. The Office of Revenue Analysis estimates that the cost could be up to $2 million, which would have to be set aside in an approved budget and financial plan.”

In addition to studying the “long-term costs and benefits of constructing” everything mentioned approve, “the study must also include an examination of required federal land transfers and options for project financing,” CFO Jeff DeWitt writes. The statement concludes that “funds are not sufficient in the FY 2014 through FY 2017 budget and financial plan to implement the resolution.”
