Following the disappearance of Relisha Rudd, the eight-year-old child who was living with her family at the city’s family homeless shelter before she went missing, Mayor Vincent Gray has called for a review of the actions taken by all D.C. agencies who had contact with her.

“I continue to be distressed over the fact that Relisha Rudd remains missing, and my thoughts and prayers remain with her family and loved ones,” Gray said in a statement. “While there is no indication that District government agencies or staff failed to fulfill their duties, I will make sure that the District government responded to the facts of this case in a way that was both appropriate and responsible. With that in mind, I’ve directed Deputy Mayor for Health and Human Services BB Otero and Deputy Mayor for Education Abigail Smith to conduct a complete review of all the facts in this matter and to make recommendations if any reforms to the District’s policies and practices are warranted.”

According to police, Relisha was last seen on March 1 with her suspected abductor, Kahlil Tatum, a 51-year-old D.C. General janitor who was found dead of an apparent suicide. Tatum’s body was found in a Northeast D.C. park during what was described as a “recovery operation” for Relisha. He reportedly posed as a doctor to excuse Relisha’s many absences from Payne Elementary School. Relisha was only reported missing in late March.

Gray is also calling for Otero and Department of Human Services Director David Berns to develop a plan to close D.C. General, which is currently home to hundreds of homeless families.
