A woman who left her baby in a stroller on a street in downtown D.C. was high on synthetic marijuana when it happened, police say.
According to court documents obtained by The Post, 24-year-old Latonya Cooper left her 10-month-old baby in a stroller in front of the National Law Enforcement Officers Memorial on E Street NW on Tuesday and wandered down the street, leaving her child unattended.
A woman in the area saw the baby sitting in the unattended stroller for more than ten minutes before she got the attention of a nearby U.S. marshal. A man in the area said he saw a woman in orange pants leave the stroller there and then wander away.
After instructing other marshals to stay with the baby, the marshal found Cooper about two blocks away from where she abandoned the stroller leaning against a wall. When the marshal approached her, she exhibited signs that she was under the influence of some kind of drug:
Cooper’s speech was slurred, and she seemed confused. When a second marshal patted her down and found a smoked blunt, she said the blunt belonged to someone else and that she had taken no drugs but her psychiatric medication, the document said.
When the marshal asked where her baby was, she replied “Right here in the stroller,” which was actually two blocks away.
Cooper was then arrested and the blunt found on her was tested to be the K2 brand of synthetic marijuana. Police charged her with second-degree cruelty to a child.
