A 25-year-old man was charged with simple assault Wednesday after punching multiple people in NoMa, police said.

At approximately 4:25 p.m. in the 100 block of K Street NE, Allan Martin assaulted his first three victims; he then continued walking southbound and assaulted victims four through six, a Metropolitan Police Department spokesperson said. He was eventually arrested on First Street NE.

Witnesses said they suspected Martin was high on synthetic drugs, NBC4 reported.

“As he got closer, I could tell he was talking to himself or mumbling, and was acting a little erratic, bouncing from side to side,” said the fourth victim, who preferred to remain anonymous. “The next thing I remember is being in a lot of pain.” She was punched in the face.

Five of the six victims were women. Martin is also said to have tried to overturn a man in a wheelchair and yank a baby out of a woman’s arms.

Police couldn’t confirm if he was indeed high on synthetic drugs. But a rise in the drugs’ use in the District—reported overdoses increased between April and June by more than 400 percent—are believed to be contributing to the city’s recent uptick in violent crime.

City officials have announced aggressive measures to curb the sale of the drugs, which have been linked to assaults and a fatal stabbing on Metro.
