Toxic Trains Coming Back to D.C.: A federal appeals court has overturned the lower court rule that supported the city council's decision to bar trains carrying hazardous materials (usually from CSX) to travel through the District due to concerns over terrorism. According to the W. Times, Mayor Williams is "deflated" by the decision, which states that such laws are in the purview of the federal and not the city government.
