Starting Sunday, District police agencies will be able to not only pull over, but fine motorists who are driving and using their cell phones without a hands-free device. Fines are $100. WTOP reports that first-time offenders can waive the fine by appearing in court with proof they have purchsed a hand-free device. The D.C. City Council measure that makes driving and talking on a cell phone illegal technically went into effect on July 1, but police could only give out warnings to those who violated the law.
