After a pair of hearings before two Senate committees, a proposal to grant the District a vote in the House of Representatives will be marked up tomorrow. The mark-up, which will occur at 10 a.m. before the Senate Homeland Security and Government Affairs Committee, is the final step before the legislation — which would grant both Utah and the District additional seats in the House — reaches the floor of the Senate.

Thanks to the leadership of Sen. Joe Lieberman (I-Conn.) and Sen. Orrin Hatch (R-Ut.), we’re expecting that the legislation will move smoothly through tomorrow’s committee mark-up. And though that in of itself would be further than any such measure has gotten in a long time, it’ll still have to face the full Senate and it’s many procedural roadblocks, not to mention President George W. Bush’s itchy veto hand.

But when you’re this close to finally giving D.C. Del. Eleanor Holmes Norton a real vote, you don’t just pull it away from her. She wouldn’t like that.
