Good morning, Washington. As you might have guessed, much of the Green Apple Festival and Earth Day concerts on the National Mall were rained out. Two tornadoes actually touched down in Maryland as a part of this storm system, and two planes made emergency landings at BWI and Dulles after getting struck by lightning. Burglaries Way Up in District: The Post reports this morning on a big spike in burglaries in the District, which are up 21 percent. Police are blaming the economy as the main reason why so many more people are becoming victims of break-ins. The city saw 922 burglaries in the first quarter of this year, versus 761 in the same time period last year. Capitol Hill and in neighborhoods east of the Anacostia River, including Congress Heights, have seen the biggest increases.

The New Carrollton station has the worst crime record, followed up by Franconia-Springfield, Suitland, Greenbelt, Largo, Branch Avenue, Addison Road, Vienna, Anacostia and College Park.
