Good morning, Washington. In case you were worried, the electoral college did its duty and voted for Barack Obama yesterday, thus formalizing a process that began, whew, how long ago did this presidential campaign begin again? Two and a half years ago? The Post has a little wrap up of the elector voting in Virginia, Maryland and the District, with some warm and fuzzy quotes about the historic nature of this election.

To the OTR Report!: Yesterday’s big local news was the release of the D.C. Council investigation into the Office of Tax and Revenue scandal. The 120-page report [PDF], put together by investigators at WilmerHale over the course of the year, makes plain that Harriette Walters and her accomplices were behind not a masterfully brilliant scheme to defraud the District government, but instead simply took advantage of a “snitches get stitches” office culture that led to zero accountability. For his part, CFO Natwar Gandhi wants to implement at least one immediate fix to the problem; he wants to create a new Chief Risk Officer position. Graham Has Firefighters, Not Recruits at Party: The Examiner’s Scott McCabe follows up on a previous story about how Ward 1 Council member Jim Graham planned to have D.C. fire department recruits staff his holiday party — and it turns out they ended up being full-fledged firefighters because all of the recruits declined to volunteer. “We’re not going to let The Examiner dictate how we manage the fire department,” Deputy Chief Kenneth Crosswhite said.
