Pepco Reports Outages: After yesterday’s troubles with Metro and power outages, it might be nice for today to go a little more smoothly. Metro seems to be back to normal, but Pepco is reporting power outages affecting 3,600 residents and businesses in Northeast and Northwest D.C. WTOP has the story; here’s the Pepco outage map.

Metro Debates Service Cuts: Looking to close a $154 million budget gap, Metro’s Board of Directors yesterday debated service cuts that would add up to $21 million in annual savings. Though more extreme cuts such as doing away with late-night weekend service were not part of the discussion, Metro’s board proposed shutting down duplicate bus lines, closing some fare gates on nights and weekends and increasing the time between train arrivals. District board member Jim Graham alternatively proposed adding retail to stations and increasing parking fees. None of the proposals are yet final; the D.C. Examiner has all the details.

Virginia Moves Against Texters: If for some reason the idea of texting while driving still seems like a good idea to you, a Virginia Senate committee has moved a bill that would prohibit the practice. WJLA is reporting that the legislation would forbid drivers from reading or sending text messages and levy a $20 fine for the first offense and $50 for subsequent offenses. But there seems to be a loophole big enough for a distracted driver to get through — “Police would be allowed to ticket violators only if they are stopped for another offense.” >:-(
