Good morning, Washington. WMATA is going ahead with a planned emergency response drill at RFK this morning despite events in Moscow. Two suicide bombers killed at least 37 people and injured 65 during rush hour on the Russian capital’s subway system this morning. The RFK drill, set for 10 a.m. in the stadium’s parking lot, will simulate an explosion on a Metrobus with multiple passengers injured, plus threats of additional bombs. Residents near the Stadium-Armory Metro station should not be alarmed by large numbers of police, fire and emergency response vehicles in the area between 8 a.m. and 2 p.m. This is the second emergency response drill in the Metro system in as many days. The first took place early Sunday morning inside the Rosslyn Metro station.

No Singing in the Capitol! Did you know that all music and singing is banned inside the Capitol Visitor Center? The Examiner says that’s the case, something that organizers of a screening for a documentary recently found out the hard way. The issue came up after a local business group arranged for David Newell, aka Mr. McFeely on Mister Rogers’ Neighborhood, to lead a singalong of “Won’t You Be My Neighbor” following a screening of My Tale of Two Cities, a film about the urban revitalization of Pittsburgh. Thanks to quirky CVC rules, Newell was forced to perform the tune as a spoken word piece.

Prince George’s Cop Let Go After Alleged DUI: A few questions surrounding why a Prince George’s County sheriff’s deputy is not facing criminal charges this month after he failed a field sobriety test given to him shortly after apparently driving his car into a ditch, as the Washington Post reports. The department says the deputy was suspended and released into the custody of internal affairs officers.

This Day in DCist: In 2009, the D.C. Council voted to forgo pay raises for this year, and in 2007, we wondered if street harassment in D.C. was worse than in other cities.
