Photo by r.bornsteinGood morning, Washington. The death toll in last night’s massive shooting on South Capitol Street reached four overnight. We still don’t know the identities of any of the victims, but authorities did confirm that three out of the 10 total shot were women, the rest men. D.C. Police are obviously still investigating, and have yet to reveal what motive the three individuals who were taken into custody might have had in the killings. We’ll continue to follow this tragedy as more information becomes available.
Reaction to Vince Gray Announcement: D.C. Council Chair Vince Gray officially kicked off his campaign for mayor on Tuesday, and the early takes on his chances are already rolling in. Oft-cantankerous Harry Jaffe in the Examiner calls the decision to run Gray’s ‘Amateur Hour,’ based on his total lack of campaign money and who he has chosen to help with his campaign. And over at the Post, columnist Robert McCartney is glad to see a real race, but worries that “Gray’s strengths as a legislator and consensus builder are now a problem for him — because those aren’t traits that necessarily make an effective mayor.”
Police Union Calls Radio Outage a Disaster: The reaction coming out of city government agencies to Sunday night’s five-hour long emergency radio system outage was nearly universal: it wasn’t good, but it was still a relatively minor inconvenience. This morning, the always outspoken Kristopher Baumann of the Fraternal Order of Police takes to the pages of the Washington Post to argue that it was actually a really big deal. ‘At one point, police commanders considered recalling all officers to their stations and dispatching them in person from there, Baumann said, adding: “Would you want to call 911 as someone was breaking into your house, and find out that all available officers had already been dispatched to ‘drunk and disorderly’ or similar calls, and would not be available until they returned?”‘

This Day in DCist: Last year, the Sosúa ambulance donation scandal was just breaking, and the year before that, we offered a few alternative locations for checking out some cherry blossoms.
