- Didn’t get a chance to watch all of Sinclair Skinner’s testimony before the D.C. Council today? The Washington Business Journal, D.C. Wire and City Desk all have some early summaries. Skinner deployed countless “I don’t recall”s during his hours-long appearance, but did confirm that his company, Liberty Engineering & Design, the recipient of a lucrative subcontract to perform engineering surveys on several recreation projects, has never employed a single person who is qualified to perform the technical work the company was hired to do.
