- Details from the report that shook up the District’s Department of Youth Rehabilitation Services had been leaking out, but Mike DeBonis got his hands on the full report and finds that “The man charged by Nickles [former Deputy AG and new DYRS Director Robert Hildum] with assessing how DYRS deals with youth offenders is that same man who was charged with prosecuting those offenders.
