Good morning, Washington. The first attendance estimates for the dueling Jon Stewart and Stephen Colbert rallies on October 30 are out. The National Park Service told WTOP that rally organizers, who had initially projected 25,000 people, have upped that figure to 60,000, which sounds like its more on the right track. (We fully expect Colbert, at least, to embrace the Tea Party method for estimating attendance at these rallies and claim that well over a million people are going to show up.) It’s worth noting that the permits for the rallies still haven’t technically been approved.

Fire Department Over Budget: D.C. Fire and EMS reportedly exceeded its overtime budget by four million dollars this year, according to a report in the Examiner. Fire officials are scheduled to testify in front of the Council today to explain the overages. The agency’s overtime budget — which is always a financial issue for the agency — might be handcuffed next year, thanks to a piece of legislation which will try to limit overtime spending in fiscal year 2011, which starts October 1. (Good thing tweeting doesn’t cost too much.)

Water Main Break On T Street: A water main break along T Street between 13th and 14th Streets NW has some water flowing down the street this morning. D.C. Water crews have been on the scene for a bit working to repair the six-inch break, which blocked T Street off to vehicles. Traffic along 14th Street was not affected.

VDOT Audit Shows Millions Unspent: It must be so nice to have so much money and not even spend it — at least that’s what WMATA officials are probably thinking this morning after seeing that the Virginia Department of Transportation is sitting on nearly $500 million. In related transit news: Metro general manager Richard Sarles, along with officials from the National Transportation Safety Board, will testify before Congress today about Metro’s safety efforts.
