Good morning, Washington. Mayor Adrian Fenty, as expected, signed an executive order yesterday to freeze spending by District agencies. The order [PDF] is universal (meaning that the it will affect the Metropolitan Police Department and D.C. Fire and EMS) and puts a halt to new hires, training and raises, as well as slicing funding for expenses by 10 percent across the board. Michael Neibauer breaks down the cut, which is expected to save the District about $100 million and spares no agency, including D.C. Public Schools. Vince Gray remains non-committal on increasing taxes, calling budget negotiations “in the very early stages.”

DCPS Enrollment Goes Up: Schools Chancellor Michelle Rhee and Mayor Adrian Fenty are expected to announce today that the number of students enrolled in D.C. Public Schools went up, the first time enrollment has increased in some time. Bill Turque and Daniel de Vise report in the Post that school officials have confirmed that 73 of the District’s 123 public schools saw an increase in students this year. Now D.C. just has to keep them there.

The Mosquito Was Swatted By Discrimination Accusations: NBCWashington’s P.J. Orvetti has the details on the takedown of the “mosquito” at the corner of 7th and H Street NW, the noisemaker which was installed to keep youth from loitering around the Metro station entrance. Turns out it was a complaint lodged by the National Youth Rights Association with the D.C. Office of Human Rights that got the device removed.
