This morning, the G.W. Hatchet brings to our attention the Council’s plans to address bullying at public schools and government agencies via the Harassment and Intimidation Prevention Act of 2010. The bill is the District’s response to the death of Rutgers student Tyler Clementi, whose suicide led to national discourse on the topic of LGBT bullying and those incredibly emotional “It Gets Better” videos. Most D.C. agencies have somewhat broad policies discouraging bullying, but the legislation would force clear outlines of consequences for those who bully. The bill will likely pass sometime before the Council breaks in December. We’re also pleased to see that the legislation — which was introduced back in October and co-sponsored by every Councilmember except Marion Barry — is slightly more meaty than Council Chairman/Mayor-elect Vince Gray’s thoughts on the issue during his Ward 1 town hall, when Gray told a Roosevelt High School student that those who are being bullied should “step to ’em.”
