Think back to September. There might not have been any ice on the sidewalks, but there certainly was a whole lot of annoying phone calls from machines asking you to vote for so-and-so. Mary Cheh, always the originator of legislation restricting something, wants to make such calls a thing of the past.

During this morning’s legislative meeting, Cheh introduced the Unsolicited Automated Telephone Call Act of 2011 (a full copy of the bill can be read after the jump), which would disallow anyone from sending out a robocall without the consent of the person they are calling or the presence of a personal or business relationship. The bill would also restrict such calls from coming in at any time between 9 p.m. and 9 a.m. In a release, Cheh painted robocalls as something that is currently tearing away at the fabric of the family dynamic. “I have heard repeatedly from residents who are sick and tired of receiving unsolicited robocalls,” said Cheh. “This bill would give those residents the ability to enjoy the peace and quiet of their homes.”

Cheh’s legislation has some pretty obvious loopholes, though.
