Good morning, Washington. D.C. Council Chairman Kwame Brown says he’ll be returning the Navigator with the black interior. So what’s going on with the first Navigator that he turned down, the one with the gray interior and no televisions? Turns out that vehicle is now Mayor Vince Gray’s backup car. Freeman Klopott reports that the gray Navigator now means that Mayor Gray’s Navigator fleet — his primary vehicle is also a “fully loaded” Navigator — costs the city $3,710 per month. The city’s Department of Public Works tells Klopott that they weren’t sure precisely how much the backup is used by Gray. Ward 6 Councilmember Tommy Wells has already asked DPW for records related to all city-leased and owned vehicles; sounds like Wells can probably start his analysis right at the top.

Maryland Senate Begins Gay Marriage Debate: The Maryland State Senate will be spending most of the day debating the legislation which would allow same-sex marriage in the state. The measure has the public support of 24 Senators — enough for passage — and the AP reports that Minority Leader Nancy Jacobs has said she does not have enough support to filibuster the bill. The main concern for supporters is the addition of amendments which might slow the legislation’s process.

Swisha Splash Boys Apparently Making Big Waves: Hold on to your phones: the latest data from Metro shows that the theft of electronic devices on trains and platforms accounted for 76 percent of all robberies in the system last year, according to the Post. That figure represents a five-year high. The stations with the most electronic thefts? New Carrollton, Branch Avenue, Greenbelt, Prince George’s Plaza and Gallery Place.

This Day in DCist: Last year, Marion Barry said he was sorry for violating ethics rules, while The Root named Barry the number one most notorious figure in black history.
