Good morning, Washington. Well, yesterday’s Councilmember’s Budget Discussion sure was…something. In between Marion Barry calling Yvette Alexander a “damn liar” during a discussion about which ward had the most alleys and Jack Evans furiously crumpling a bag of potato chips in front of Jim Graham’s microphone, there was a whole lot of talk about a whole lot of topics: police, government furloughs, residential parking passes, homeless services, tax hikes and a potential boost in revenue which could make the process hurt a lot less. Mike DeBonis has a comprehensive review of the meeting, while Greater Greater Washington rounds up the testy residential parking and transit battles. The Washington Times, meanwhile, focuses on Evans’ desire to repeal seven of the Gray budget’s 13 revenue-raising measures, which caused a fair share of commotion, as one might imagine. For all the bluster, though, there wasn’t really one Councilmember who appeared to have secured a “xtwin” during the nearly five-hour meeting — so we’ll just have to wait for Chair Kwame Brown to make such determinations before the Council votes on the budget on May 25.

Jack Johnson To Plead Guilty?: Former Prince George’s County executive Jack Johnson is slated to appear in court today, where it is believed that he will plead guilty to at least one federal count. Technically, Johnson is being “re-arraigned” today, a sign that the charges against him are being revised to reflect some kind of plea deal. Johnson, who was arrested in November, was originally indicted on extortion, bribery, witness and evidence tampering and conspiracy charges after a federal investigation tied him to pay-for-play with developers around the county and had previously pled not guilty on all eight charges against him. Johnson’s hearing is scheduled for noon at a court in Greenbelt.

Cops Injured In Car Crash: Three D.C. police officers were injured, one seriously, when two police cruisers collided at the intersection of 11th and Euclid Streets NW last night. One of the cars even ended up in a front yard near the intersection; the cause of the crash is still under investigation.

Shake Shack Opens!: Don’t forget: today’s the day to get your first taste of the much-anticipated Shake Shack at 1216 18th Street NW. The burger joint opens at 11 a.m. today. As if you needed any additional prodding to go stand in line, these photos from Kyle Gustafson should do the trick.

This Day in DCist: Last year, we reviewed the somewhat disappointing Taste of Arlington festival and checked out the Joint Service Open House & Air Show; two years ago, the decision was made to raze the Third Church of Christ, Scientist.
