Good morning, Washington. Well, your city has a budget — but it was hardly an easy process. The D.C. Council approved D.C.’s fiscal year 2012 financial plan yesterday by an 11-2 vote. The budget depends quite a bit on a revenue increase which will be announced by the city’s Office of the Chief Financial Officer next week — the key number appears to be $135 million, otherwise the city’s police force might suffer, thanks to some last minute priority switching. (Councilmember Phil Mendelson voted against the budget in protest of the decision to funnel the revenue uptick into a Medicaid provider and other sources before cops.) Jack Evans also voted against the final budget, telling the Post that “the whole thing was very poorly handled.” Regardless, the budget’s now off to Congress to get the federal stamp of approval.

Cop Arrested For Stealing From Old Woman: Aisha Hackley, an officer in MPD’s Second District, was arrested yesterday and accused of forging $43,055 in checks using the name of an 85-year-old woman. According to charging documents, Hackley met the woman while investigating some sweepstakes fraud the woman had gotten wrapped up in. MPD has revoked Hackley’s police power.

Kwame Seeking Closure: Kwame Brown, who possibly could face criminal charges after the city’s Office of Campaign Finance filed a complaint against him last Friday, finally responded to the accusations in the press yesterday. Brown wasn’t saying much, though: “We’re one step closer to closure. I’m looking forward to closure,” the Council Chair told Freeman Klopott, while Mike DeBonis was able to get a little bit more, getting Brown to say that OCF had told him that “‘OK, you told us you had a second account, but you should have told us earlier you had a second account.’”
