Good morning, Washington. The Metropolitan Police Department has identified the man who was shot and killed during violence which broke out late Saturday afternoon — Robert Foster, Jr., 43, was shot and killed on the 700 block of Gresham Place NW. Last night, Ward 1 Councilmember Jim Graham said that Foster may have been an innocent bystander of a targeted crime. Three other people were also shot; their conditions are unknown. It is believed at this point that the shooting had no connection to the Caribbean Carnival, which had long passed through the area by the time the shootings occurred.

Gangs Getting Younger, More Tech-Savvy: Following up on Saturday’s crew-related violence is the Examiner’s Scott McCabe, who notes that local gangs are increasingly “coordinating with fellow gang members on Twitter and Facebook, posting videotapes of their exploits on YouTube, and receiving orders through conference calls with bosses in Salvadoran prisons.” Facebook and conference calls, eh? Well, that should make them easier to catch, hopefully.

Scrap The Cab Commission?: Ward 6 Councilmember Tommy Wells, who had previously reached out to launch an probe into the arrests of journalists attempting to cover a public hearing of the D.C. Taxicab Commission, is now suggesting that it may be time to scrap the Commission and “start over.” Charges against the journalists have been dropped. “The taxicab commission has not seemed to be able to do its job for quite awhile,” Wells told WAMU.
