Good morning, Washington. Despite a few cold days here and there, the Post’s Joel Achenbach today writes about something many of us have likely noticed — there hasn’t been a whole lot of snow this winter. According to the National Weather Service, that’s not looking to change in what’s left of January. And while part of this lack of snow could be attributed to climate change, it has happened before — the first half of this winter is only the seventh-mildest on record, and we’ve had 16 half-winters with no real snow.

Third Thomas Accomplice Charged: If you helped Harry Thomas, Jr. steal those $350,000, you may as well turn yourself in now. The Post reports that a second man implicated in helping Thomas in his scheme was charged yesterday for failing to report the crime. James Garvin was once associated with the Langston 21st Century Foundation, the non-profit organization used by Thomas to funnel money from city coffers to his own pockets. The organization’s executive director, Marshall Banks, pleaded guilty on Friday for his role in the scheme. In related news, the special election to fill Thomas’ seat has formally been set for May 15, and it will cost $318,000 to run.

Marylanders Even Split on Immigration, Same-Sex Marriage: The Washington Times reports that Marylanders evenly support and oppose both same-sex marriage and a law that would allow the children of illegal immigrants to receive in-state tuition. According to a survey, 49 percent of the state’s residents supported same-sex marriage, while 47 opposed it; on the Dream Act, 48 percent sided with it while 49 percent did not.

Police Seek Leads on Dead Infant Girl: D.C. Police Chief Cathy Lanier made a plea yesterday for information that could help identify the parents of an infant girl who died after having been left on the doorstep of a Northeast home on Sunday, writes WJLA. Police have not yet determined a cause of death, but they said they’re looking for whoever may have left the baby outside on a freezing cold night.

White House Shooter Faces 17 Charges: The Idaho man who allegedly fired a gun at the White House late last year was indicted on 17 charges yesterday for everything from trying to assassinate President Obama to damaging federal property, reports the Examiner. Oscar Ramiro Ortega-Hernandez could face life in prison if found guilty. (No more Oprah videos, it seems.)

Briefly Noted: More proof that criminals like nice weather too … D.C. Council will continue discussing bill to break up gas station monopoly … Sales of apartments and condominiums in D.C. rose from 2010 to 2011D.C. paid twice what it should to train residents … D.C. police shoot German Shepard.

This Day in DCist: On this day in 2011, the Supreme Court rejected a challenge to the District’s same-sex marriage law, Councilmember Jim Graham (D-Ward 1) resurrected the idea of naming a 14th Street park after President Obama and a Tea Party-backed congressman was tapped to lead a D.C. subcommittee. In 2010, a man died after being subdued with a taser by Arlington Police. In 2009, we prepared for President Obama’s inauguration.
