Happy Chinese New Year, D.C. Welcome to the year of the dragon, a particularly auspicious time that will supposedly provide protection, heavenly blessings and a Chinese baby boom . The District’s celebration starts in Chinatown at 2 p.m. at 6th and I streets NW.

>>Despite federal investigations and criminal inquiries, the five D.C. Council incumbents running for re-election appear to have an easy path toward victory in the April 6 primary vote. Political observers note reasons including a lack of political talent to challenge the incumbents as well as an unwillingness to be associated with the council.

>>Maryland Gov. Martin O’Malley has a 55 percent approval rating in a recent poll. Though the number is still relatively high, constituents are concerned about his budget and tax plan as well as other initiatives. The Washington Post thinks his bill for same-sex marriage that also protects the rights of religious institutions is a well-drawn piece of legislation.

>>Oakland police arrested 300 Occupy protesters yesterday after riot-like behavior including breaking into City Hall, burning an American flag and throwing rocks and other objects at officers. Tear gas and beanbags were used to try to disperse the crowd.

>>Jimmy “Junebug” Jackson died of congestive heart failure yesterday morning; he was 55 years old. The house drummer at HR-57 was beloved by the D.C. jazz community.

>>Weather-wise, it’s been an above average January.
