Good morning, Washington. We’re halfway through the week, so please remember: if you’ve got any adorable pictures of ducks doing human things, send ’em our way. Now, the news:

Gray and Brown Get Into War of Words Over Spending: Mayor Vince Gray and D.C. Council Chair Kwame Brown are known to get along, but the comity between the two men seems to be fraying in a dispute over a supplemental spending bill submitted by Gray to the council for approval. The Examiner reports that the conflict over the bill—which would include additional money for D.C. public schools and to pay back D.C. workers for four furlough days they took last year—got nasty yesterday when an aide to Gray anonymously called Brown a “do-nothing chairman.” Not surprisingly, Brown did something about it, criticizing the “do-nothing staffer” for saying that about him and Gray for allowing it to be said.

Virginia Legislators—They Love the Silver Line, They Love it Not: Virginia just can’t seem to make up its mind over whether it loves the Silver Line or not. The Post reports that Virginia budget negotiators have removed $300 million in funding for the Metro extension out to Dulles, after having initially approved supporting the infrastructure project. Aides to Gov. Bob McDonnell say they only ever spoke about the funds in hypothetical terms; without the money, tolls on the Dulles Toll Road will likely increase significantly to cover the costs of the second phase of the Silver Line.

Awkwardness in Maryland: After legislators in Maryland failed to finish up a budget on Monday, Gov. Martin O’Malley hasn’t spared them any criticism, reports WAMU. Still, as the Post reports, many legislators and analysts assume that O’Malley will call a special session to allow final budget negotiations to be completed so that a “doomsday” budget doesn’t take effect.

Briefly Noted: The mother of a teen shot by D.C. police files $100 million lawsuit … D.C. ranks high in quality and funding for preschool programs … Virginia Gov. Bob McDonnell proposes toned-down voter ID law … Robert Bobb appointed to head D.C. Children and Youth Investment Trust, has connections to Jeffrey Thompson … Fairfax reaffirms support for second phase of Silver Line … Two female apartment hunters in Alexandria attacked … Believe it: tolls are the future.

This Day in DCist: On this day in 2011, Kwame Brown’s dad let the Post know what he thought of the city’s myopic little twits, we played gentrification bingo and a congressional Republican honestly explained why Congress likes to mess with D.C.
