Good morning, Washington. Enjoy the continuing mild temps, because the Post reports that we’re looking at the possibility of hitting the 90s on Monday.

D.C. Agencies Received Mixed Marks on Report Cards: In Fiscal Year 2011, some 25 D.C. agencies failed to meet at least 64 percent of the goals they set out for themselves, reports the Examiner. Four agencies met all of their goals, while the remainder of the 62 reviewed ended up somewhere in the middle—the Executive Office of the Mayor ended up with 78 percent, MPD with 64 percent and the Commission on the Arts and Humanities only 33 percent. D.C. City Administrator Allen Lew said that the marks didn’t reflect fairly on Mayor Vince Gray since they included part of the year when his predecessor was in office; he also said that Gray is developing his own way to measure performance at city agencies.

It’s Not the Mega Millions Jackpot, But It’s Something: Compared to the $656 million Mega Millions jackpot that enthralled just about everyone in the U.S., this is small potatoes. But that doesn’t mean that it isn’t exciting that someone bought a winning Powerball ticket at a convenience store on Georgia Avenue, winning themselves a $1 million drawing this week, reports WUSA9. They haven’t come forward yet to claim it—they have 180 days—but let’s just assume that this woman didn’t win.

Marriage Equality Advocates in Maryland Prepare for Fight: With opponents of same-sex marriage in Maryland busy gathering signatures to put the measure on the November ballot, proponents are also gearing up for a political fight. The Post reports that the state’s primary same-sex marriage coalition has hired a campaign manager with national experience to run what is expected to be a hotly contested encouraging Maryland voters to side with same-sex marriage come November.

Briefly Noted: Obvious headline of the day: “Holding a gun may make you look bigger, stronger” … Maryland under moderate drought … Two gang members plead guilty to running teenage prostitution ring … MoCo might see ambulance fee … Kenyan McDuffie pulls away from competition in Ward 5 race … Clara Barton’s D.C. office to become a museum.

This Day in DCist: On this day in 2011, an Internet gambling program for D.C. passed congressional muster and a Facebook app connected D.C. residents to something they don’t have—a congressional representative. In 2010, Prince George’s County cops were caught on tape beating a University of Maryland student and Food Wars took on the jumbo slice.
