Good morning, Washington. It’s certainly a glum day in D.C.—it’s likely to rain and we’ve got no more space shuttles set to fly over the city. If you want to relive the awesome event, we’ve got great pics here and here.

D.C. Bill Would Allow Police to More Easily Arrest Gropers and Flashers on Metro: A bill proposed by Councilmember Murier Bowser (D-Ward 4) would allow police to more easily arrest individuals accused of groping, flashing or other forms of sexual harassment on Metro, reports the Examiner. Under her proposal, which comes in the wake of numerous complaints that Metro doesn’t do enough to stop or respond to sexual harassment, police would only need probable cause to arrest someone. Currently, they need a warrant to make an arrest.

D.C. Residents Pay $3.6 Billion in Federal Taxes: With Tax Day having come and gone, the Post’s Mike DeBonis collected some fun facts on the taxes paid by D.C. residents. First off, in 2009 we gave the federal government $3.6 billion in taxes, making the city’s effective tax rate 15.5 percent. (Over 55 percent of that total came from the 5.4 percent of residents making over $200,000 a year.) That same year, the majority of filers—236,857 of 312,067—received a refund, totaling some $771 million. More of the fun facts here.

Sixty-One D.C. Workers Fired for Unemployment Insurance Fraud: The Post reports that Mayor Vince Gray has fired 61 D.C. employees for collecting both their paychecks and unemployment insurance. All told, 92 employees were discovered to have been double-dipping in February; another 100 have been recently uncovered. Of the original 92, some were unaware of the fraud—which came to around $800,000—while other received alternative forms of discipline.

Briefly Noted: D.C. Council rejects majority of Gray supplemental budget request … University of Maryland student who threatened to shoot fellow students and faculty ruled fit to stand trial … Maryland Republicans back budget, urge O’Malley not to call special session … One killed, one hurt on Southeast D.C. shootings … DC Vote keeps pushing for budget autonomy.

This Day in DCist: On this day in 2011, the Washington Harbour flooded after torrential rains, former Republican D.C. Councilmember Carol Schwartz threatened to not pay her federal taxes until D.C. got voting rights and free Wi-Fi came to Dulles and Reagan.
