>> Mayor Vince Gray will give a deposition today in a civil lawsuit being brought against the District over the D.C. Lottery contract, Loose Lips reports. The suit is being pursued by Eric Payne, a former contractor with the office of the Chief Financial Officer Natwar Gandhi, and who says he was wrongly terminated. Gandhi recently gave a deposition in the case, and admitted that he used private emails to conduct District business.

>> The D.C. Council is fast-tracking legislation that will allow Monumental Sports to add more electronic billboards to the outside of the Verizon Center, the Examiner reports.

>> More than a week after the derecho, Montgomery County is still simmering over Pepco, with president of the County Council blasting the utility for a shoddy system of updating customers about restoration of power. “In this era, when all of us have smart phones, how can we have such a dumb system,” Roger Berliner told WAMU.
