>> ICYMI: A third campaign associate of Mayor Vince Gray pleaded guilty yesterday to campaign finance violations, providing evidence of a large shadow campaign in 2010; taxicab modernization legislation passed the D.C. Council, but Uber escaped most regulation.

>> It’s official: Maryland’s same-sex marriage law will be on November’s ballot, reports the Post. Opponents of marriage equality gathered just over 109,000 signatures to put the January law to a vote, close to double the 55,000 signatures needed to call a referendum. In related news, same-sex marriage supporters launched a web ad featuring African-Americans explaining why they side with marriage equality.

>> Virginia is for business-owners, it seems. The Examiner writes that the Old Dominion was voted the third-best state in the country for businesses, while Maryland could only muster 31st place. The CNBC rankings are a bit of a disappointment for Virginia, which placed first last year but was set back in 2012 by crappy roads and the likely slow shrinking of the federal government.

>> Speaking of Virginia, the Washington Times reports that Gov. Bob McDonnell hasn’t yet decided whether or not the commonwealth will expand its Medicaid rolls under President Obama’s health care reform law. Like many Republican governors, McDonnell worries that the 425,000 Virginians that could be added to Medicaid could be prohibitively expensive. He also rejected calling a special legislative session to create the necessary insurance exchanges, saying that too much uncertainty exists in the law’s future to justify the cost.
