It might seem like the scandal involving Mayor Vince Gray’s 2010 mayoral campaign is over, but a sentencing memo submitted yesterday by lawyers for one of the campaign associates who pleaded guilty earlier this summer begs the question: who’s next?

In May Howard Brooks admitted to lying to federal investigators when they asked him whether or not he helped funnel money to minor mayoral contender Sulaimon Brown to keep him in the race and on the attack against Mayor Adrian Fenty. Yesterday, prosecutors wrote that his substantial cooperation since his guilty plea should earn him only probation when he is sentenced, less than the six months in jail he could have served.

And in a separate filing, Brooks’ lawyers say that while he recognizes his own role in the scandal and accepts guilt, he’s certainly not the top dog that prosecutors are looking for:

While Mr. Brooks acknowledges that his actions were wrong and illegal, we hope that the Court will put his actions into context. It is clear that Mr. Brooks was not the mastermind behind the idea to provide this funding to Mr. Brown…These instructions came from the upper echelons of the Gray campaign, and certainly from above Mr. Brooks’ rank…While Mr. Brooks played an important role in the campaign, he was not the “big fish” in the campaign or subsequent investigation.

So, who is the big fish? Is it Lorraine Green, the Gray campaign chairwoman? She apparently knew of the payments to Brown, after all. Vernon Hawkins, a friend of Gray’s and fundraiser who is said to have played a role in the $653,000 shadow campaign? Or could this rise all the way up to Gray? And let’s not forget that this is merely one side of the scandal: there’s also potential for more indictments related to the shadow campaign, which Gray fundraiser Jeanne Clarke Harris recently pleaded guilty to.

Needless to say, while it was a quiet August, it might not be as quiet an autumn.
