>> D.C. Police Chief Cathy Lanier says the Metropolitan Police Department has turned up documentation in 109 sexual assault cases out of 170 that a recent report by Human Rights Watch alleged went missing and not investigated, The Washington Post reports. Lanier and Assistant Police Chief Peter Newsham also faulted several other aspects of Human Rights Watch’s devastating report, but the organization and its author are standing by their work.

>> Maryland legislators will begin discussing Gov. Martin O’Malley’s proposed gun control agenda this week. Meanwhile, WAMU reports, O’Malley’s administration is embarking on a publicity tour by sending Lt. Gov. Anthony Brown to public meetings this week in Prince George’s and Montgomery counties. O’Malley’s proposal would implement some of the toughest measures in the nation, including a ban on assault weapons and limits on ammunition capacities.

>> Among the items in his State of the District address tonight, Mayor Vince Gray plans to call for increased funding to public housing and pay raises for D.C. government employees, The Washington Examiner reports. Following the news last week that the city enjoyed a $417 budget surplus in fiscal 2012, many activists asked Gray to use some of those funds to finance expanded low-income housing programs. The funds were deposited in D.C.’s cash reserves, but officials hinted an announcement about housing was still forthcoming.
