It’s only the second full day of the federal government shutdown and already the GOP is looking to blame pretty much anyone else for their mess.

Yesterday, NBC4 captured this video of Rep. Randy Neugebauer (R-Texas) scolding a U.S. Park Service Ranger at the WWII memorial for trying to keep tourists—which included many WWII vets—out of the memorial. As you know, the WWII Memorial is one of the many national monuments and memorials that’s technically closed because of the government shutdown, but that hasn’t stopped WWII vets from visiting it.

Here’s how the pretty unbelievable exchange went down:

Neugebauer: “How do you look at them and … deny them access?”

Park Ranger: “It’s difficult.”

Neugebauer: “Well, it should be difficult.”

Park Ranger: “It is difficult, I’m sorry, sir.”

Neugebauer: “The Park Service should be ashamed of themselves.”

Park Ranger: “I’m not ashamed.”

Neugebauer: “You should be.”

So, while we’re wildly pointing fingers at the Park Service, blaming them for things that are entirely not their fault, let me just say, thanks Park Service for not paying my rent this month. You should be ashamed of yourselves.

Update: A petition has been started to get Neugebauer to publicly apologize to the Park Service Ranger.
