While Metro grapples with fixing parts of the system that already operate, the Silver Line has hit yet another snag.

According to a release from the Metropolitan Washington Airports Authority, contractor Dulles Transit Partners “has not yet met the contract requirements for substantial completion.” This comes after said contractor announced that phase 1 of the Silver Line was “substantially complete,” meaning WMATA could take control this month.

But no! Seven of the 12 criteria areas are “deficient,” according to a release, including:

  • Failure to deliver certificates of occupancy for almost 20 wayside buildings, including stations, power substations and the tunnel;
  • Performance issues with the Automatic Train Control System that prevent WMATA from beginning Operational Readiness Testing;
  • Failure to fully correct defects that impact operations, including track gage problems;
  • Elevator and escalator problems, and water leaks in buildings;
  • Incomplete documentation for testing requirements and safety/security verifications.
  • Now Dulles Transit Partners must provide a plan for when this will actually be completed. After this happens (for real), MWAA will turn things over to WMATA for another 90 days of testing.

    WTOP, the outlet to break the news, reports that this will set things back another three weeks. But what’s three weeks for a project that has faced delay after delay after delay?
