A D.C. woman says a cab driver locked her in his vehicle after saying the meter was broken and demanding money.

Katie Watkins told NBC4 the cab driver said to her, “I’m not letting you out until you give me what I want.” The trip took place on September 26 around 10:30 p.m., between Adams Morgan and Cleveland Park, Watkins said in an email sent to media outlets earlier this month.

After repeated personal questions and inappropriate comments (eg “I like you,” “will you go on a date with me?”), the cab driver stopped in front of my building, looked me in the eyes, and told me I was locked inside his cab until I handed over “enough” cash. (He had not turned on the meter for the trip). I was trapped inside and scared, so I complied with his request to hand over cash.

Watkins has filed a police report against the driver of the cab, which had Maryland plates.

So-called “panic buttons” are set to be installed in cabs by June 2015. During the first six months of 2014, 120 complaints of overcharging were filed with the D.C. Taxicab Commission.
