Speaking at his alma mater, Dunbar High School, last night, outgoing Mayor Vince Gray gave his farewell address.

In his speech—which is available to read in full here if you’ve got an hour to kill—Gray spoke about his accomplishments during his tenure. Accomplishments like the shrinking unemployment rate, kickstarting stale development projects, fostering the growth of D.C.’s tech scene, making the city a more sustainable place, education reform, erasing budget deficits, and more.

“[Tonight] is a moment to celebrate real and measurable progress my administration has made for the city we all love,” Gray said. “We are One City, Stronger Together.”

But while Gray’s accomplishments are plentiful, his four years as mayor have been plagued with allegations of political scandal. He didn’t address the federal investigation into his 2010 campaign, which focuses on allegations that he knew about a $653,000 “shadow campaign” funded by local businessman Jeffrey Thompson. Instead, Gray chose to focus on addressing his approach to being mayor and the before-and-after of his tenure, as well as tips for incoming mayor-elect Muriel Bowser.

“[G]overning a city requires making real and tough decisions; if your goal is to make everyone happy, you are in the wrong line of work. I urge our city’s leaders not to shy away from making tough, disciplined decisions when it is in the best interest of the District,” he said. “Here’s a tip – the more emotionally charged an issue is, the more that calm, dispassionate and reasoned decision-making is required.”

And finally, Gray concluded his nearly 40-minute speech with a nod to his favorite local issue to advocate: statehood. “[I]f we stay committed, not only can we become the One City of which I dream, but we can also become be the 51st state of the United States of America!”
