Update: Smear Leader has this to say on Facebook about the work:

One of these men are happily married with a beautiful baby girl and uses his power to better his country for the people.
The other guy used his position of power to sexually assault over 35 woman (punishable by firing squad in DPRK) It’s not even a debate, WELCOME TO KIM’S CHILI
BOWL.

More on the artist, from The Daily Beast:

Smear Leader is clearly aiming to get a laugh with his depictions of Kim Jong Un. But his oeuvre also evinces a moral seriousness. Smear Leader hopes to raise awareness about the dire situation in the North, a “nightmare” of proportions not seen since “Nazi Germany.” Pasting images of concentration camps and starving children onto walls will “not really register” with “the Instagram generation” he seeks to influence; to use the parlance of social media, it won’t “carry” in the same way as a be-thonged “Nicki Kimaj.”

Original:

A street artist who apparently specializes in adding Kim Jong Un’s visage to things has made his mark on the mural depicting Bill Cosby outside Ben’s Chili Bowl.

Ben’s owners have publicly refused to revoke their longstanding offer that Cosby eats free in the wake of accusations from dozens of women that the comedian drugged and then raped them (the Smithsonian has also defended its decision to keep up an exhibition at the National Museum of African Art featuring Cosby’s private art collection.) Calls for Cosby’s likeness to come down have similarly gone unheeded until the artist, who goes by ‘Smear Leader,’ took matters into his own hands.

Borderstan first reported on the defacement refacement. President Barack Obama is still depicted on the other half of the mural.
