Police have arrested a serial groper for the second time this month for sexually assaulting women in public.

Lieutenant John Haines, who heads the Metropolitan Police Department’s sexual assault unit, told NBC Washington that Michael Hilliard has been committing these types of offenses for two decades. “He has more than 70 arrests—20 or more for sexual offenses,” Haines said.

On February 13, police arrested the 57-year-old man for groping multiple women near Logan Circle and Thomas Circle earlier that week, according to an MPD release. He was charged with three counts of misdemeanor sexual abuse.

The following day, he walked out of D.C. Superior Court and was ordered to undergo a mental health evaluation, stay away from the victims, and come back to court on February 2, according to court documents obtained by NBC.

“For us it can be extremely frustrating—we’re doing our part trying to protect the community, trying to keep people from re-offending and committing these types of crimes and then literally Friday someone’s arrested, Saturday they’re back out and re-committing within a day or two,” Haines continued.

On January 25, MPD says they arrested Hilliard again after a woman told police that he groped her around 2 a.m. in Shaw. He picked up another misdemeanor sexual abuse charge.

This time though, he’s staying in jail until his next court appearance, which is scheduled for next Friday, NBC reports.
